The EU presidency that Hungary will take over next year in the European Union (EU) is set to be postponed due to concerns about the rule of law and compliance with EU values.
Vera Jourova, Vice-President of the European Union Commission, made a statement to the press after the General Affairs Council meeting.
Jourova stated that at the meeting of the ministers responsible for European affairs of the EU countries, the main agenda is the rule of law and respect for EU values in Poland and Hungary.
Jourova stressed that the situation with regard to the rule of law and the independence of the judiciary in Poland remains a matter of great concern, and said that some positive changes were the result of some reforms related to Hungary, but no progress was noted on issues such as media independence.
When asked by journalists if a bill on postponing the presidency of the Council of the European Union that Hungary will assume from July 2024 will be voted on in the European Parliament, and whether this possibility was discussed at the meeting, Jourova said, we did not discuss this in the commission. We will act in accordance with the agreements. ” Gave the answer.
After a journalist mentioned that the committee had the right to propose it, Jourova said, “We haven’t discussed it yet.” He said.
The “Conditionality Mechanism” action has been introduced.
Hungary has long been criticized by the European Union for backtracking on principles such as democracy and the rule of law.
The EU started the process in 2018 regarding the implementation of Article 7, called the “nuclear option”, which provides for the abolition of the right to vote against Hungary in the European Council.
In April 2022, due to long-standing concerns about misuse of EU funds, the “conditionality mechanism” measure was put into effect, which provides for a share of the budget to be given to the Budapest administration.
“I have doubts about the extent to which Hungary can manage a successful presidency,” Anna Luhrmann, Germany’s European Union affairs minister, said at the opening of today’s meeting. His words caught my attention.
